Selective Factor: This position requires one of the following certifications: FAC-COR Level III, FAC-C (Professional), or DAWIA (Contracting). Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: - Demonstrated experience in project management techniques for developing, implementing, and maintaining systems and overseeing contracts; AND - Created and monitored contract management plans, policies, and procedures; AND - Formulated and implemented business plans for contracted products and services; AND - Identified business needs in order to reduce expenditures and risk. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. This position is located in the Office of the Chief Procurement Officer (OCPO). The OCPO is responsible for awarding and administering contracts and purchase orders for HUD's program offices in order to achieve HUD's mission, goals and objectives. OCPO is primarily staffed with Contract Specialists and Contracting Officers, with support by other staff (e.g., procurement and management analysts, and procurement technicians). OCPO provides vital procurement and logistic services to HUD's program and support offices, and leadership in applying fundamentally sound business practices to the Department's acquisition of goods and services. As a Lead Contracting Officer Representative (COR), you will: Monitor the work of designated Program Office CORs on their assigned contracts. Ensure that CORs coordinate with subject matter experts on all support issues that may arise in the pre-planning, planning, technical evaluation for source selection and other duties delegated by the Contracting Officer. Oversee, coordinate, and provide technical assistance to CORs on performing comprehensive and substantive monitoring and oversight of contracts. Review COR's contract working files for compliance with the FAR, HUDAR, and applicable executive orders, Departmental directives, internal policies and procedures. Develop and recommend implementation guidelines for proper monitoring standards and techniques to be used by CORs.
