Job Description:
The Policy & Capabilities (PC) Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. PC is comprised of the Strategic Capabilities Office (SCO) and Policy Strategy and Accountability (PSA) Office.
Deep understanding of the agency's roles, missions, and the broader Intelligence Community (IC) enterprise, including external factors affecting mission and operations. Thorough understanding of organizational financial processes. Experience in preparing and administering project/program budgets in accordance with federal guidelines. Ability to develop and apply innovative insights and solutions to complex problems. Working knowledge of IC interrelationships, the Department of War and associated components. Interpersonal skills and ability to build and sustain professional networks across organizational boundaries to exert influence. Education: Bachelor's degree in Business Administration, Management, or technical discipline such as Engineering or Information Technology. Desired Requirements: Ability to collaborate information-sharing networks and build strategic alliances across the IC, government agencies, and private organizations; build stakeholder consensus through negotiation, and gain cooperation to accomplish goals. Experience with cross-organization challenges and ability to perceive and identify practical solutions that account for positive cross-organizational impacts. Knowledge of IC and DoW policies, procedures, regulations and directives, recommends and issues adequate instructions to subordinate elements for proper implementation.
ODNI's Policy and Capabilities (P&C) Directorate is squarely focused on winning the geostrategic competition to secure America's future. P&C establishes the IC's strategic roadmap, develops requisite IC policies, and drives technology capabilities in alignment with national priorities. Within P&C, the Strategic Capabilities Office (SCO) leads DNI-directed, results-oriented campaigns in key contested areas, including Mission Artificial Intelligence (AI), Advanced Compute, and Space & Sensors. These campaigns run from 18-36 months and are focused on establishing multi-agency capabilities that will transform the intelligence community (IC). The ideal candidate will apply leadership and program management principles, techniques, services, and practices to direct the operations of an office conducting oversight of a high-visibility Intelligence Community (IC) acquisition program. In order to be effective in an oversight role Executive Officer must have a technical background and have experience managing large acquisition programs. This position is accountable for helping to develop long-range plans and sustaining daily staff operations in a dynamic environment. It includes collaboration with ODNI staff and IC Element focal points for program initiation and assessing current program performance. This position also includes collaborating with acquisition oversight counterparts in the Department of War and other agencies. Serves as principal advisor to leadership on strategic, operational, and organizational matters. Acts on behalf of leadership when delegated, exercising independent judgment on sensitive matters. Manage day-to-day staff operations and ensures alignment with strategic objectives. Coordinates activities across organizational components and ensures unity of effort. Represents leadership in meetings, working groups, and forums as designated. Builds and maintains strategic relationships across the enterprise. Prepares executive communications, briefings, talking points, and decision memoranda. Provides oversight of organizational budget planning, execution, and justification. Manages special projects and initiatives requiring executive-level attention. Coordinates with IC partners, other government agencies, and external organizations. Provides information on continuing, current, and proposed actions, programs, and plans. Integrates organizational actions, events, and activities to facilitate effective management of subordinate elements. Initiates and ensures effective communication, coordination and follow-up actions with subordinate elements. Relays directions and tasking, and coordinates replies and responses. Coordinates budget submissions and congressional/oversight requirements. Ensures compliance with IC regulations, federal guidelines, and legal requirements. Leads or supports strategic planning efforts and long-range organizational initiatives. Serves as a liaison between the organization executive manager and their subordinate managers to coordinate special projects and tasks.
