Job Description:
These positions are available throughout various USMS Districts in the Continental US (CONUS). The selectee of this position serves as a Program Support Specialist. You will be responsible for providing advice and assistance to management on human resources, financial, budget management, procurement, property management, records management, conducting management and program analysis studies, etc.
GS-11 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 grade level is required to meet the time-in-grade requirements for the GS-11 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You may qualify at the GS-0301-11 level, if you fulfill one of the following qualifications: A. Specialized Experience: One year (12-months) of full-time specialized work experience equivalent to the GS-09 grade level in the Federal service that demonstrates your ability to: 1) providing office administrative services in order to investigate, evaluate and resolve a variety of problems and/or conditions; 2) monitoring a budget to ensure that funds are obligated; and 3) compiling, reviewing and analyzing report data for completeness and accuracy (Note: Your resume must CLEARLY demonstrate this experience.) OR B. Education: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include accounting, finance, and business administration. (Note: You must attach a copy of your transcripts.) OR C. Combination of education and experience: A combination of education and experience as listed above, that when combined equals 100% of the total requirement. (MUST SUBMIT TRANSCRIPTS). GS-12 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 grade level is required to meet the time-in-grade requirements for the GS-12 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You may qualify at the GS-0301-12 level, if you fulfill the following qualifications: Specialized Experience: One year (12-months) of full-time specialized work experience equivalent to the GS-11 grade level in the Federal Service performing duties which include at least three (3) of the following: 1) Providing oversight of office administrative services in order to investigate, evaluate and resolve a variety of problems and/or conditions; 2) Monitoring a budget to ensure that funds are obligated; 3) compiling, reviewing and analyzing report data for completeness and accuracy; 4) Serving as a liaison between management and the human resources office in order to provide advice and assistance on HR matters; and 5) Monitoring, and/or approving, and controlling accountable government equipment, material, and supplies. As a Program Support Specialist at the GS-0301-11/12 level, some of your typical work assignments may include: Working closely with the Administrative Officer (AO) on implementing processes for providing administrative services for the district's main and/or sub-office(s). Analyzing the district's financial obligations and expenditures to ensure compliance with USMS policies and procedures. Ensuring quality control over correspondence activities through reviews of outgoing correspondence, pickup and delivery schedules, and the timely delivery of official correspondence to action agencies. Serving as a liaison to the Human Resources Division (HRD) on the preparation and submission of personnel action requests and obtaining personnel services for the district. Serving as the district's timekeeper through the use of a web-based time and attendance application.
