Job Description:

This position is located at Bureau of Engraving and Printing, within the EPMD. As an HR Specialist (Performance Management/Employee & Labor Relations), you will provide advice and services to leadership on the rules, regulations, policies, and procedures that relate to topics such as leave administration, leave programs, performance management, employee and labor relations programs, conduct issues, union contracts, conduct issues and/or union contracts..
You must meet the following requirements by the closing date of this announcement. For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes experience researching, analyzing, and developing human resource policies, procedures, and regulations related to employee and labor relations and performance management. Examples of such experience could include: Providing advice and assistance about appropriate disciplinary or other corrective techniques in response to a range of conduct and performance problems; OR Providing guidance on labor-management matters (e.g. grievances, unfair labor practice charges, information sharing, contract interpretation, labor relations training, and preparation and conduct of contract bargaining); OR Advising managers and supervisors on performance management processes, including planning, monitoring, developing, and rewarding performance as well as the rating process. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks.
As an HR Specialist (Performance Management/Employee & Labor Relations), you will: Develop and monitor performance management/recognition and award systems/programs for the bureau, which are innovative and effectively motivate employees toward increased productivity and high levels of performance. Prepare and revise procedures, plans, memorandums, letters, recommendations or corrective action needed. Conduct comprehensive studies and evaluations of the Bureau's performance management and recognition program in improving organizational effectiveness and productivity. Arrange for interviews with employees and operating officials to investigate employee and labor relations problems.
