Job Description:

This position is located in the Office of Budget and Financial Management and serves as a Financial Specialist providing financial management assistance on a wide variety of budget and fiscal processes, including budget development, execution and tracking, and assisting in maintaining financial management systems. This is a Competitive Service position; additional positions may be filled from this announcement within 90 days of certificate issuance.
In order to qualify for the Financial Specialistposition, you must meet the following minimum qualifications: FOR THE GS-09 LEVEL: Specialized Experience: Applicants must have at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service performing the following: Assisting with auditing accounts, and files to ensure adherence to internal controls and regulations; Drafting an annual budget, aiding in budget amendments and supplemental appropriations; Requesting and tracking reimbursable funds through automated financial and accounting systems; AND Identifying problem areas to recommend solutions to management. (Your resume must CLEARLY demonstrate this experience) OR Education: Applicants must have a Master's Degree or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include business administration, finance, accounting, or other directly related field. NOTE: Applicants must submit a copy of their transcripts for verification. OR Combination: Applicants must have a combination of specialized experience and graduate education as described directly above that total 100% when combined. First, determine total qualifying experience as a percentage of the specialized experience described above; then determine the education as a percentage of the graduate education described above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of one year (18 semester hours) may be used when combining education and experience for this grade. FOR THE GS-11 LEVEL: Specialized Experience: Applicants must have at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service performing ALL the following: Compiling, analyzing and summarizing financial and/or budgetary information for an organization; Translating organizational needs and objectives, by line item and object class, into budget dollars and funding actions; Preparing financial management reports using automated computer systems and programs; Analyzing financial data to ensure accounting accuracy and compliance with laws and regulations; AND Assisting with the development of financial policies and procedures. (Your resume must CLEARLY demonstrate this experience) OR Education: Applicants must have a Ph.D. or equivalent doctoral degree; or three full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include business administration, finance, accounting, or other directly related field. NOTE: Applicants must submit a copy of their transcripts for verification. OR Combination: Applicants must have a combination of specialized experience and graduate education as described directly above that total 100% when combined. Duties include but are not limited to the following: Responsible for reviewing and analyzing budget planning estimates submitted by assigned components for technical accuracy and adequacy of supporting narrative justification, and conformance with DOJ budgetary policy and guidelines. Coordinates work with senior level analysts and component office staff on analysis of finance-orders in relation to forecasting expenses and provides narrative explanation of the causes of variances between actual and budget objectives. Evaluates incoming accounting reports to interpret results of operations, to track financial trends and events, and to resolve fiduciary and/or financial management problems. Maintains control of resources, funds allocation, fund control, inter-and intra-agency reimbursable agreements and financial reports in a fiscally responsible manner. Reconciles a variety of automated accounting data to identify financial data discrepancies and corrective actions required.
