Specialized Experience: You must have one year of specialized experience at the GS-11 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as: Expertly advising management on employee relations and performance, developing data-driven recommendations to resolve complex HR issues; administer HR programs and leverages data systems to analyze personnel information, generate reports, and enhance overall workforce efficiency and effectiveness. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position is located in the Employee Relations Branch at the DCAA Headquarters where you will deliver comprehensive guidance on all aspects of human resources management, directly shaping the agency's workforce and employee relations landscape.
Administers HR programs and projects, applying all relevant laws and regulations for areas such as performance management, incentive awards, leave, and discipline to meet organizational needs and ensure compliance.
Advises on employee relations (discipline, grievances, performance) by researching cases, preparing formal responses, and maintaining accurate case files to support all actions.
Identifies and analyzes complex employee relations issues, developing and implementing effective solutions.
Advises and assists management on performance management processes and procedures, including reviewing performance elements, standards, and appraisals.
