This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement. One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Applying financial management methods, practices, and principles in implementing process improvements to accounting and financial systems; evaluating and interpreting financial policies, regulations, legislation and statutes to ensure financial or accounting system compliance with those directives; providing technical support for financial/accounting systems by planning, testing, revising, implementing, and maintaining the systems. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Serves as a Scrum master for scrum teams utilizing the Agile Software Development methodology and responsible for planning, testing, revising, implementing, and maintaining an entire system or major portions of a complex financial system.
Develops financial policies, procedures, and systems requirements. Applies financial systems policies, methodology, and practices to solve problems where clear precedents do not exist.
Analyzes and evaluates procedures and policies related to financial systems. Identifies problems requiring further analysis and prepares recommendations. Initiates and prepares instructions on new or revised financial policies and system procedures.
Analyzes IT projects and provides recommendations to development and execution of project management plans. Develops and plans and milestones to complete the projects. Monitors, reviews, and documents progress.
Conducts management reviews and financial systems analysis. Suggests technically feasible solutions and recommends the most effective and efficient approaches. Develops new ways to measure program results and effectiveness.
