About the Position: You will serve as the Security Officer for USACE, Memphis District. You will manage and administer the Security and Law Enforcement (S&LE)/Antiterrorism (AT) Program under the District's Readiness Branch. This will include formulating District's policies and providing program direction by issuing regulations, standards, and technical guidance for the Memphis District.

Specialized Experience: One year of specialized experience which includes 1) directing and conducting security inspections of government properties and operations; (2) analyzing reports of investigations for any criminal activity, personnel wrongdoing, or command directed investigations in instances of compromise, or alleged compromise in connection with security violations; (3) developing policies and procedures to ensure adequate protection and conformance with legal and policy requirements; AND (4) planning, developing, and administering the organizations on physical, industrial, and personnel security programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Investigate reports of security violations, including unauthorized disclosure of defense information.
Gather documentary evidence to complete an investigation (i.e. interview subjects and witnesses, etc.)
Report losses, damages, and offenses involving personnel, government contractors, property and equipment.
Conduct Anti-terrorism/Force Protection briefings.
Conduct anti-terrorism assessments of worksites and provide recommendations to mitigate vulnerability.
Devise new or improved methods or procedures in the area of anti-terrorism/force protection (AT/FP) emergency planning to ensure the best possible readiness posture.
Perform physical security inspections, including restricted areas such as dams, power plants, civil works operations, area and/or any offices throughout the military.
Inspect security items, such as security lighting, fencing, intrusion detection systems, and control of government property.
Evaluate physical security programs and develops policies and procedures to ensure adequate protection and conformance with legal and policy requirements.
Administer security and crime prevention education program.
Prepare instructional and training information; and plans, schedules and conducts training.
Conduct briefings on a variety of security topics.
