Job Description:
This position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Office of General Counsel (OGC). The General Counsel's office provides legal advice and assistance relating to the full range of government-wide and agency-specific matters. **Notice: More than one selection may be made within 90 days of the issuance of the certificate, if additional vacancies occur. MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. BASIC REQUIREMENTS: Applicants must meet the following criteria listed below in order to meet the basic requirement for Attorney - Advisor (Appropriations, Employment or Ethics), 0905. Education: Applicants must possess a Bachelor of Law (LL.B), Master of Law (LL.M), or Juris Doctor (J.D.) law degree from a law school accredited by the American Bar Association (ABA). (Must submit a copy of your transcripts with the degree conferred date, failure to do will result in an incomplete application.) Bar Membership: Applicants must be an active member in good standing with the bar of the highest court of a state, U.S. commonwealth, U.S. territory, or the District of Columbia, and must hold a current, unrestricted license to practice law. AND SPECIALIZED EXPERIENCE: In addition to the Basic Requirements described above (Law Degree & Bar Membership), your resume must demonstrate a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector, that demonstrates the following: Conducting complex legal analysis and drafting legal documents as an attorney in one or more of the following practice areas: appropriation laws, employment laws/personnel laws, and/or ethics and compliance. You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector, that demonstrates the following: Making recommendations on policies, analyzing and evaluating complex legal issues, and advising senior leadership on legal matters as an attorney in one or more of the following practice areas: appropriation laws, employment laws/personnel laws, and/or ethics and compliance. You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector, that demonstrates the following: Providing complex legal advice, performing legal research, drafting legal documents, and handling litigation, as an attorney in one or more of the following practice areas: appropriation laws, employment laws/personnel laws, and/or ethics and compliance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
As a Attorney - Advisor (Appropriations, Employment or Ethics), GS-0905-13/14/15, your typical work assignments may include the following: Attorney - Advisor (Appropriations) Provides counsel to OMB leadership, managers, and staff at all levels across OMB, the Executive Office of the President; and other Federal agencies. Drafts legislation; reviews draft legislative proposals for legality, soundness, and advisability; conducts in-depth analyses of the legal application of budgetary concepts; interprets enacted laws; and frequently interfaces and collaborates with leadership and counsel across federal agencies. Provides legal advice on regulatory law, including the application of the Administrative Procedure Act, in addition to appropriations law. Attorney - Advisor (Employment) Advises OMB managers, supervisors, and human capital staff on legal requirements and procedures through individual consultation and coordination, briefings, and training. Develops, updates, and reviews internal policies and procedures. Supports OMB leadership, managers, supervisors, and human capital staff in preparing, reviewing, and delivering written and oral counseling and notifications to individual employees regarding disciplinary and performance-based concerns, proposals, and actions. Conducts and supports confidential internal investigations and makes legal recommendations for appropriate action, including preparing written reports and communications. Represents the agency in administrative proceedings and mediations before the Merit Systems Protection Board (MSPB) and the Equal Employment Opportunity Commission (EEOC). Performs other duties as assigned to support emerging workflow priorities and coverage within the portfolio and across the Office of General Counsel. Attorney - Advisor (Ethics) Reviews public and confidential financial disclosure reports and recommends appropriate actions to resolve potential conflicts through cautionary guidance or recusal memoranda, including reviewing financial disclosure reports for nominees to Presidentially appointed, Senate-confirmed positions. Develops and conducts training on financial disclosure reporting requirements. Serves as a legal adviser on all issues pertaining to government ethics, including criminal conflict-of-interest laws, Executive Branch Standards of Conduct, agency supplemental ethics regulations, and the Hatch Act. Approves requests for teaching, writing and/or speaking outside of OMB. Performs other duties as assigned to support emerging workflow priorities and provide coverage within the portfolio and across the Office of General Counsel.
