This position is located in the Department of Housing and Urban Development, Office of the Chief Human Capital Officer. Washington D.C. is a potential duty location for this position; however, the Washington D.C. office is expected to relocate to Alexandria, Virginia. Selectees may be required to report initially to Washington, D.C and later report to Alexandria, Virginia.
You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: Experience with the methods and techniques of fact finding, analysis, and reporting of complex problems; AND Experience with the laws, executive orders, regulations, policies, and concepts pertaining to federal employees, in order to recommend to management appropriate interventions/actions to address complex workplace problems and issues; AND Experience writing detailed investigative reports. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

This position is located in the Department of Housing and Urban Development (HUD), Office of the Chief Human Capital Officer (OCHCO), Office of the Chief Performance Officer (CPO). CPO supports and strengthens HUD's performance culture with services, policies, systems, and strategies to engage, inspire, and retain a high-performing workforce that achieves mission objectives. CPO provides the following Department-wide functions: Performance Management; Employee Recognition and Awards; Employee Engagement; Labor Relations; Employee Relations; and the full range of Executive Resources Management. As a Misconduct Investigator, you will: Perform a full range of investigative duties to include pre-investigative plans detailing the approach, issues, and individuals involved in allegations of harassment, workplace violence, bullying, and other forms of misconduct. Conduct investigations to identify, develop, and collect evidence to prove or disprove allegations of employee misconduct, including developing the investigative plans and strategies and preparing and conducting interviews with complainants, alleged officials, or other respondents and witnesses relevant to the allegation(s) of harassment, workplace violence, bullying, or other forms of misconduct. Obtain, review, and analyze documentary evidence pertaining to Federal personnel policies and practices. Conduct investigations in a timely manner and prepare accurate and concise investigative reports and exhibits, ensure all investigative procedures and findings conform to applicable HUD policy. Prepare comprehensive, well-documented investigative reports summarizing the investigative activities, itemizing undisputed facts, and stating facts germane to complainant's allegations and alleged official's response to the allegations.
