FG-11 Summary: Incumbent serves as a management or program analyst for an organizational entity of the Federal Aviation Administration (FAA). He/she provides analysis of assigned programs/management functions and identifies actual or potential problem areas, trends, accomplishments, issues, and practices.
Specialized Experience To qualify for the FG-11 position you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience equivalent to at least the next lower grade level FV-F (FG/GS-09). Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. Specialized experience for the FG-11 position includes: Demonstrating accomplishment of evaluative and analytical methods to identify new approaches to information gathering; Knowledge of project management techniques to schedule complex projects and related administrative activities identifying actual or potential trends, deficiencies, or other similar factors affecting operations. Plans and conducts a variety of program/management studies and analyses which involve one or a combination of the following general areas: program planning, execution, and control (i.e., program/system planning and evaluation, program performance measurement); management improvement and control (i.e., quality management, organizational planning and development, staffing utilization, productivity, manpower requirements, work improvement and work methods, work measurement and staffing standards development, records/information management); and business management and control. FG-12 Summary: Provides a wide range of administrative and analytical duties in the conduct of projects and studies of substantive functions to improve the overall work operations of the organization assigned. In addition to the FG-11 assignments, the FG-12 assignments include delegation of authority, goals and objectives, records and information management and business management. Develops procedures, systems, and methods on a variety of management functions and activities in one or more of the following areas - organizational planning and development, staffing utilization, productivity, work improvement and work methods, work measurement and staffing standards development, delegation of authority, goals and objectives, business management, financial tracking and/or information management. Plans, schedules and conducts analyses/studies of proposed program plans for accomplishing program activities. Determines from a programmatic perspective the viability, consistency and accuracy of plans and projections and conducts reviews to determine resource levels required to accomplish programs in a sound and efficient manner. Provides supporting rationale on the establishment or clarification of objectives. Ensures plans are consistent with program guidance. Analyzes plans for programs under the organization's cognizance and recommends changes, as necessary, to ensure that comprehensive plans are kept current and reflect policies, priorities, goals and objectives of the organization. Conducts analyses in the review and evaluation of program activities. Analyses are conducted to ensure proper program integration and conformance to policy, completeness, and adequacy of operations in meeting goals and objectives. Prepares recommendations based on such reviews and discusses recommended courses of action with program managers to resolve major problem areas. These recommendations include but are not limited to financial, programmatic interfaces, and impact of not meeting goals and objectives. Reviews and analyzes draft regulations, manual chapters and directives referred to the group for comment. Based on this analysis, refers proposed issuance to appropriate group for review; and collects and integrates the various responses. Establishes and maintains a tracking system to assure that all draft issuances are reviewed, consolidated, and comments submitted in a timely manner. Develops recommendations based on management studies and surveys, and discusses recommended courses of action with program managers to resolve problem areas. Reviews and analyzes new and proposed regulations to determine impact on program operations and management. Responsibilities may involve providing advice and support to management personnel for best utilization and reprogramming of resources, conducting cost versus benefits analyses, developing/maintaining financial tracking systems, monitoring expenditures and developing quarterly/annual/interim reports as required. Established policies/procedures provide guidance for most assignments but allow some discretion to select the most appropriate approach. Typically receives guidance on selecting approach from a manager, project/program manager, team leader, or more experienced professional. Refers problems and work issues to a manager, project/program manager, team leader, or more experienced professional when guidelines are not available or applicable.
