Job Description:

This position is located in the Office of the Managing Director, Special Operations, Division. Special Operations manages the overall continuity of operations (COOP), work directly with the Agency's Designated Official for the Occupant Emergency Program (OEOP), assist with Unmanned Aerial Systems (UAS) program support specialist, coordinates with Federal, state, and local law enforcement; serve as liaison with public safety, emergency management, and investigative agencies and organizations.
To qualify for this position, you must meet the following Basic Requirements: You must possess one year of specialized experience equivalent to the GS-12 in the federal service - Overseeing emergency response continuity programs, conferences, exercises, or meetings; serving as a liaison with local, state, federal public safety agencies to plan for emergency response programs and emergency events; analyze and interpret laws, regulations, Executive Orders, Presidential and/or National Security Directives to develop, implement, revise, and manage, emergency plans for a wide range of emergencies, (i.e., fire, hazardous materials incidents, server weather emergencies, medical emergencies, and shelter-in-place events) and to ensure emergency plans are current; develop training materials to educate personnel on emergency plans and preparedness; and provide emergency event situation reports and updates to senior agency leadership for dissemination to agency personnel as applicable. As a Program Manager (COOP/OEOP),GS-0301-13, you will perform the following major duties: Oversee the development and implementation of a comprehensive COOP plan and strategy for the internal and external integration of day-to-day and long-range emergency action plans and activities for NTSB. Provide direction for planning, analyzing, coordination, developing metrics for evaluation and procedures for FEMA required COOP plan. Provides critical COOP information along with a plan of action to the Chief of Special Operations and NTSB Senior Leaders. Writing, developing, implementing, and managing the NTSB's COOP plan in accordance with FEMA mandated requirements for Tier IV agencies and submit monthly and quarterly FEMA reporting documents to the designated FEMA representative and the Chief of Special Operations. Editing emergency action preparedness materials (i.e., documents, forms, manuals, databases etc.) written by other staff that may be used for internal and/or external audiences which may include verifying factual information, ensuring use of appropriate grammar, and determining the length and complexity of written materials, as well as providing input or recommendations in reference to new or amended COOP or other emergency actions programs legislation. Identify stakeholders and manages stakeholder engagement to ensure support to the NTSB's occupant emergency plan OEP. Sustain the OEP/NTSB program pursuant to plan completion and exercise validation within the NTSB, ensuring that sustained planning efforts. Maintain an in-depth knowledge of continuity capabilities, trends, and advancements to keep abreast of emergent threats by working with local and federal law enforcement partners. Integrates OEP plan objectives with other training programs to maximize employee's security at designated NTSB locations. Writing, developing, implementing, managing, and interpreting NTSB OEP program policies, procedures, guidance, regulations, Standard Operating Procedures (SOP's) (i.e., active shooter, shelter in place, emergency evacuations, bomb threats, workplace violence) in accordance with General Services Administration (GSA) and Department of Homeland Security (DHS) protocols.
