About the Position: Serves as a Financial Management Analyst for the U.S. Army Corp of Engineers. Performs a variety of financial management and administrative functions and provides technical advice to the Chief of Budget and Manpower Branch, and/or Chief of the Resource Management Office. Serves as the U.S. Army Corp of Engineers Level 4 Agency Program Coordinator (APC) for administration of the Government Travel Charge Card (GTCC) Program with over 500 Cardholders.

Specialized Experience: One year of specialized experience which includes:1) performing analysis and reconciliation of financial data; 2) recommending solutions to financial issues; 3) providing technical and administrative guidance related to budgetary functions; 4) researching and interpreting financial policies, regulations, or laws to resolve financial issues; 5) fundamental knowledge of management and organization principles, theories, including administrative procedures common to the organization or area of responsibility; 6) knowledge of automated accounting systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or Finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Processes applications to include verification of a signed statement of understanding, current travelcard training, and provides applicants with electronic application instructions.
Provides travel card maintenance support, card account activation/deactivation, credit limit increases, transaction review requests.
Performs monthly financial analyses of the rapidly and continually changing status of over 500 Government Travel Credit Card accounts.
Analysis involves accounting for interdependencies of government and contractor accounting systems to include both accounting methods and reporting periodicity.
Determines the root causes of poor financial performance and develops, modernizes, and/or enhances existing G-6financial management procedures to improve performance.
Conducts monthly financial reviews and audits of travel card account activities utilizing financial institution’s online web-based electronic access system.
Creates and analyzes the following mandatory reports of Individually Billed Accounts (IBA).
