This is a National Guard Title 32 Excepted position for a PROGRAM ANALYST, Position Description Number PDD1905000, and is part of the SC USPFO, South Carolina Army National Guard.
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC): Area of Consideration: This position is open to Areas 1 & 2. Area 1: Current employees of the South Carolina Army National Guard (Tenure 1 and 2) Area 2: Current members of the South Carolina Army National Guard Area 3: Any individual eligible for membership in the South Carolina Army National Guard MINIMUM EXPERIENCE REQUIREMENTS: Experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems. SPECIALIZED EXPERIENCE REQUIREMENTS: 1-year specialized experience, education, or training equivalent to at least the next lower grade level. Experience, education, or training which has provided application of practices, theories, techniques, and methods of management. Experience analyzing, interpreting, and developing policies and procedures of local management. CONDITIONS OF EMPLOYMENT & NOTES: -Extensive travel is required to perform duties throughout the state. -Proficient in logistics standard army management information system (STAMIS). -Incumbent must be able to obtain a secret security clearance.
This position is located in the USPFO. The primary purpose of the position is to provide management with objectively based information to effectively assess the full range of logistical asset accountability of all units/activities within the state. The purpose is to monitor and ensure effectiveness of operations regarding logistics accountability. Identifies process, system, and equipment on hand deficiencies by applying defect prevention principles and root cause problem resolution techniques and recommends corrective action for each. Serves as advisor to the USPFO and his staff members regarding compliance, readiness posturing as relates to accountability, and mission limiting issues. Work involves developing, analyzing, evaluating, advising, or improving the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, management controls, and similar functions of management.
