To be considered for the position, you must meet the following qualification requirements: Education: There is no substitution of education for specialized experience for this position. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade. To be creditable, this experience must have equipped the applicant with the qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: Experience which demonstrates a thorough knowledge of human resources policies and programs in general, and programs and policies related to the federal government internal staffing (merit promotion plan) and delegated examining functions. Experience teaching the proper methods of hiring practices and procedures as they relate to the utilization of an automated staffing system. Experience which demonstrates an advance level of knowledge and is well versed in the application of Office of Personnel Management regulations, Title 5, United States Code and agency established staffing and placement program policy. Experience in developing policy, providing expert advice to selecting officials, human resource components and applicants/employees, to resolve complaints and grievances as it relates to the staffing process. If applicable, credit will be given for paid and unpaid experience. As a Deputy Chief of the Consolidated Staffing Unit, is responsible for oversight of the day-to-day operation of the Unit. In conjunction with the Chief, responsible for the planning, developing and administering of programs necessary for the accurate and timely processing and recording of the BOP's Merit Promotion and Delegated Examining actions. Advises on and resolves complex problems within the BOP-Careers Unit functional areas and provides guidance to Human Resources staff in field institutions, regional and central office. The Deputy Chief interprets Office of Personnel Management, Department of Justice and BOP policies and instructions and publishes procedural guides for their use within the Federal Bureau of Prisons. In addition, assists with developing policy for the Bureau which directly affects human resources functions such as Merit Promotion and Delegated Examining processing.
