To be considered for the position, you must meet the following qualification requirements Education: There is no substitution of education for specialized experience for this position. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications required to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: Experience implementing government-wide personnel management regulations, principles and practices promulgated by the Office of Personnel Management as well as orders and policies of the Department of Justice and Bureau of Prisons related to human resource management. Experience which demonstrated knowledge of computer systems sufficient to input corrective actions, extract or manipulate information in complex personnel/payroll databases. Experience reviewing and rating employment applications and experience working with automated employment application systems. Experience which demonstrates the ability to resolve complex issues related to case examining. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities. **Your eligibility for consideration will be based on your responses to the questions in the application.**
Examines and researches a variety of highly complex and unusual issues regarding the Bureau of Prisons' (BOP) Merit Promotion (MP) and Delegated Examining (DE) actions. Exercises subject matter expert knowledge in resolving unique DE/case examining situations and advising others of findings. Given wide latitude, flexibility and approval authority in handling highly complex issues. Functions as an expert examiner involving staffing activity of top level and unusual one of a kind positions. Serves as a resident expert to Human Resource Specialists within the unit, answering unusual and difficult questions, interpreting and resolving difficult scenarios, situations, processing and/or procedural issues. Gathers and analyzes various human resource management information and prepares reports outlining methodology, analysis and recommendations on administrative, fiscal, organizational, personnel and other related management issues. NOTE: Incumbent must obtain Delegated Examining (DE) certification within one year of entrance on duty into position. Failure to obtain certification may result in disciplinary up to and including removal. In addition, selectee must maintain DE certification (every three years) as a Senior Human Resources Specialist throughout their tenure in the Consolidated Staffing Unit.
