This position is located in the Office of Patent Automation (OPA) and serves as a Supervisory Information Technology Specialist providing technical and operational assistance/support for the automated systems used in conducting the day-to-day patent business.
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Information Technology (IT) Management Series 2210 (Alternative A) Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-14. Specialized experience for this position includes: Directing the development and implementation of performance improvement policies, tools and initiatives; AND Leading projects and teams to set priorities and meet programmatic goals and objectives; AND Planning, organizing and recommending strategic initiatives to ensure IT systems, automation tools and workflows align with Patent examination operational needs; AND Providing IT support, maintenance, testing, application deployments and distribution of information and products to internal and external customers. In addition to meeting specialized experience requirements, you must have the following IT-related experience demonstrating these competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year. The individual selected for this position will... Develop, coordinate, and provide information and advice related to the development of automation tools and technologies needed to the Patents' business operations. Assess and interpret user requirements as related to policies, laws, regulations, priorities, systems capabilities, operating practices and procedures, patent examination, patent business operations, and funding. Provide expert technical advice, guidance, and recommendations to USPTO management officials and other technical specialist on critical IT issues. Plan, execute, and control of projects and the designing of improved monitoring, problem management and resolution, and server management.
