This vacancy is for a GS-0343-14, Supervisory Program Analyst (Human Capital Strategy) located in Office of Workforce Systems and Capabilities (CG-WMR-1) of the U.S. Coast Guard, Department of Homeland Security, in Washington, District of Columbia.
To qualify at the GS-14 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Supervisory Experience - Supervising processes to ensure quality, and responsive service to all requests for assistance with data systems and projects. Human Capital Information Technology (HRIT) - Working with processes used for developing human performance support and HR process support for acquisition projects; comprehensive knowledge of active duty, reserve, and civilian HR processes for the workforce. Program Management and Analysis - Leading or participating in studies, creating and chartering new initiatives and to propose prototype/new and innovative programs and policies integrating Human Capital Strategy with Acquisition programs. Budget Administration - Emphasizing and explaining budget limitations, program requirements and directives. You will serve as a Supervisory Program Analyst (Human Capital Strategy) and be responsible for the Human Capital Strategy and human performance requirements integral to the major system acquisition process requirements and HR management. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Overseeing the organizing, directing, and controlling all phases of the Coast Guard planning, budgeting and execution for the Human Capital Information Technology (HRIT) Portfolio. Planning, developing, and determining goals to be accomplished by team members, including developing long range planning and policy formulation in support of HRIT infrastructure. Acting as the Primary Future Force representative for all projects, workgroups, teams, initiatives and inquiries related to competency management and HR data systems integration. Providing daily technical and administrative supervision to a team of civilian and uniformed subordinates; supervising and providing expertise in developing and refining the Competency Management System. Performing financial management and oversight of the Coast Guard HRIT portfolio. Evaluating funding and resource requests for sufficiency of justification, priority of need, cost effectiveness, benefit, and alignment with Coast Guard Instruction, Federal Policy, and DoD requirements. Preparing and presenting program briefings to Assistant Commandant for Human Resources and Deputy Commandant for Mission Support as required.
