Serves as the Identification Media Division Manager with overall authority and responsibility for the technical and administrative direction for the division. In this capacity, the manager oversees the business planning and analysis for the assigned division.

Include formulating and updating business plans, human capital plans, and employee engagement initiatives; advises and consults with FAA/ASH managers on key performance indicators and business metrics; and ensures the development and implementation of processes, requirements, and specifications designed to enhance the identification media and credentialing program. Managerial duties include strategic planning and communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of subordinates; coaching and developing staff and organizational capabilities; approving leave; and taking or approving corrective/disciplinary actions as appropriate. Establishes and maintains collaborative relationships with other FAA and DOT organizations, and other Federal agencies, as necessary. Contacts are routinely internal and external to the major subdivision. Internal contacts are with subordinates, peers, and higher-level management to discuss the statuses and results of projects/programs and plan for the future. May represent the major subdivision or the FAA externally as a primary point of contact for policies/procedures or other project/program purposes. Provides oversight to ID Media operations that include approving ID requests, issuing Personal Identity Verification (PIV) cards and assisting with the development of onboarding and separation processes involving employees. Provides guidance and oversight for FAA regulatory/inspector credentialing operations in accordance with FAA Orders. Ensures the Agency meets the Federal Identity Credential and Access Management (FICAM) Program mandates, provides enablement of PIV cards for headquarters employees and contractors, and provides FICAM support to all FAA offices and trusted agents. Serves as the FAA technical expert providing guidance during the implementation and management of HSPD-12 related matters. Provides FAA position on HSPD-12 related issues and communicates with the Office of Management and Budget, Office of Personnel Management, Congressional Staff, Federal Bureau of Investigation, General Services Administration, Cybersecurity and Infrastructure Security Agency, and various interagency forums concerned with identity authentication and credentialing, personnel security, cybersecurity and information technology, facility security and related disciplines. Provides periodic briefings and updates to the FAA Administrator, Deputy Administrator, FAA Lines of Business and Staff Offices heads, Office of the Secretary of Transportation, FAA and DOT Chief Information Officers (FAA/AIO and S-80), Departmental Director of Security (M-40), DOT Office of Inspector General (OIG), Assistant Secretary for Information (M-1), and FAA and Departmental Chief Financial Officers. Briefs executives and facility managers throughout the FAA on Identity Authentication and Identification Media issues affecting their respective organizations and areas of responsibility, including facility security, cybersecurity, and investigation support. Under the broad program direction of the Deputy Director, the manager has delegated authority to independently manage and direct the functions of the division with minimal direct supervision. Keeps the Deputy Director informed of overall program progress and unusual or potentially controversial issues and proposed approaches to address and resolve those issues. Applies detailed knowledge of the technical aspects of the work directed; detailed knowledge of budget and human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the major subdivision, the ASH LOB, and the FAA. Also applies a thorough understanding of the principles of management and strategic planning, and the ability to integrate the work of multiple organizational units/projects/programs to accomplish mission objectives.
