About the Position: Serves as a Program Analyst for a group of civil works O&M, Regulatory, and Revolving Fund appropriation.

Minimum Qualifications for the GS-07: Specialized Experience: One year of specialized experience which includes experience in applying principles and practices of budget formulation to work up budget estimates/justifications and experience in using computer systems to locate budget data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. (Note: You must attach a copy of your transcripts.) OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. At full Performance you will:
Be responsible for the adequacy and accuracy of related project cost estimates (dollars and manpower), preparation of functional and operating budgets, schedules, justification data.
Document and justify all the various costs and schedules for assigned projects.
Analyze and adjust revolving fund accounts and other Overhead accounts to ensure accounts fall within acceptable nominal balances at year's end and that rates fall within acceptable limits.
Prepare various annual performance indicator reports for HQUSACE in areas relating to FTE usage, hydropower, recreation and navigation costs and on site versus offsite cost ratios.
Allocate funds and schedules monthly obligations and expenditures by feature, sub-feature and individual accounts.
Reconcile plant and equipment records and notify Resource Management when plant in progress is to be placed in service.
Review contract documents to ensure funds, schedules, and costing information is in conformance with programmed goals and objectives and proper accounting procedures.
Monitor progress to identify actual or potential problem areas, trends, deficiency situations, and areas of imbalance or other similar factors in the programs involved.
