About the Position: Works under the supervision of the Safety, Security and Occupational Health Manager. The safety and occupational health specialist assumes a wide latitude in carrying out the prime responsibilities for the general safety and health functions for the Los Angeles District safety program.

GS-09: Specialized Experience: One year of specialized experience which includes assist in safety program management, accident prevention and control, safety education and specific safety and health issues related to construction projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. [remove LL.B or J.D., if unrelated] with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or master's or equivalent graduate degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11: Specialized Experience: One year of specialized experience which includes safety program management, accident prevention and control, safety education and specific safety and health issues related to construction projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or Ph.D or equivalent doctoral degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12: Specialized Experience: One year of specialized experience which includes conducting on-site safety surveys of resident & field offices to determine that prescribed safety procedures and standards are being applied as well as advising on various problems which might arise in the area of safety with project and contract personnel. Surveying that includes unique problems requiring solutions based on the application of professional safety and health skills, practices, and principles in making recommendations, production and distribution of safety training materials and programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position GS-09 within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Applicants who have held a General Schedule (GS) position GS-11 within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????09). Applicants who have held a General Schedule (GS) position GS-12 within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????11).
Plans and organizes studies and projects for work operations and problem areas for which safety standards and procedures must be applied or improved for compliance with general industry standards and construction safety and health standards.
Responsible for scheduling and conducting safety management evaluations of high-risk construction and operational sites located throughout the Los Angeles District.
Applies regulations, standards, and sound safety practices to detect hazardous operations and conditions and recommends proper safety and occupational health measures to eliminate or minimize the possibility of injury to personnel.
Reviews operational plans, training directives and field exercises and operational procedures to ensure that assigned appropriate considerations have been evaluated and risk assessments within acceptable limits.
Investigates accidents involving injuries and/or material damage to determine circumstances involved and the nature of injuries and/or damages. Serves as a member or technical advisor to boards investigating major accidents.
