Job Description:

This position functions as a Supervisor in the Grounds Maintenance, Transportation & Fleet Management section within the Facilities Management Service Line. This position is located at Michael E. DeBakey VA Medical Center.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/11/2026. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements: Equipment Assembly, Installation, Repair Interpret Instructions, Specifications (includes blueprint reading) Lead or Supervise Materials Measuring Instruments Technical Practices Use and Maintain Tools and Equipment Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements/Working Conditions: Must always be physically and mentally alert. The position requires lifting, carrying, pulling/pushing and steading adjustments or repairs and may require kneeling, bending, squatting, reaching over, under, and into equipment while cramped or in awkward positions. He/she works off ladders, scaffolds and platforms and must be able to carry items that weigh up to 50 pounds and occasionally heavier. Incumbent shall wear personal protective equipment (PPE), such as but not limited to: earplugs, safety glasses, gloves, hard hat, safety shoes and standard respirator, etc., when required.
Major duties include but are not limited to: Prepares and processes the required paperwork to execute and accomplish work associated with his/her shops. Incumbent provides leadership in the trades supervised. Evaluates the plans, layout, assigning, and coordination of work for the team on a daily, weekly, and monthly basis. Supervisor determines scheduled project work or longer-term plans. Utilizes automated computer software for day to day operations, such as but not limited to: MAXIMO, Microsoft Word, Outlook, Excel, PowerPoint, VISTA, VATAS, etc. Ensures that all shop employees are knowledgeable of and comply with safety rules, have taken all safety training, and all safety program requirements are met. Performs safety inspections and quality assurance checks of all equipment and functions under his/her supervision and records the results of the inspections program is maintained on all equipment at all times to minimize unscheduled equipment and systems down time. Prepares and/or reviews the reports required of the section and submits them to the Facilities Management Service Line office. Work Schedule: Monday - Friday 7:00am-3:30pm (subject to change based on the needs of the facility).
