Job Description:

This position is located in the Farm Production and Conservation (FPAC) Business Center (BC), Performance, Risk, and Accountability Division (PAR). The incumbent serves as the Branch Chief of Performance, Accountability, and Risk Division and is responsible for providing leadership, management, evaluation, and technical direction to the Branch staff. The incumbent performs the full range of managerial and technical supervisory duties within the Branch.

Specialized Experience Requirement For the GS-14 grade level: You must have one year of specialized experience equivalent to the GS-13 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as: Providing recommendations in the development of program and process evaluations and related reporting; Providing guidance to team members of lesser experience, or subordinates, on the selection and use of appropriate methods to evaluate complex federal programs or processes; Providing input in developing agency- or organizational-level programmatic and administrative metrics or measures, including the methods and targets associated with their use. For the GS-15 grade level: You must have one year of specialized experience equivalent to the GS-14 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as: Designing and leading program and process evaluations and related reporting; Training or considerably mentoring team members of lesser experience, or subordinates, on the selection and use of appropriate methods to evaluate complex federal programs or processes; Developing agency- or organizational-level programmatic and administrative metrics or measures, including the methods and targets associated with their use; Overseeing the development and delivery of analytical products recommendations; (5) Leading the performance reporting function for your agency or organization. THE SUBSTITUTION OF EDUCATION FOR EXPERIENCE IS NOT QUALIFYING AT THE GS-14 AND GS-15 LEVEL. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement.
Determines and directs organizational functions; develops course of action to accomplish core mission; provides guidance in the development of policies and procedures.
Develops and maintains close liaison and coordination with agencies/organizations and users. Executes and monitors resource utilization and in-house and contractual expenditures.
Conducts policy reviews; develops policies and guidance to implement program changes. Represents the organization at meetings, conferences and work groups.
Participates in short, mid, and long-range planning, providing program objectives, development, and direction; provides guidance and assistance in the planning, developing, and executing of all programs, coordinates efforts with appropriate staff
Plans, directs, and controls the allocation and utilization of all authorized resources. Analyzes and evaluates current projects, budget, resources, organization to develop time-phased and cost-effective programs.
Directs, schedules, coordinates, and participates in management reviews to assist progress or resolve problem areas.
Provides authoritative interpretation and instructions on laws, regulations, policies and procedures, and develops guidance on appropriate course of action.
Originates solutions to complex or unusual issues and provides assistance to correct or improve organizational practices.
Performs the full range of managerial and technical supervisory duties within the Branch.
