THIS IS A NATIONAL GUARD TITLE 5 ?EXCEPTED SERVICE POSITION. This National Guard position is for a MANAGEMENT ANALYST (TITLE 5), Position Description Number T5199000 and is part of the FL USPFO, National Guard.
AREA OF CONSIDERATION: This position is in the Exceptive Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)" and is open to on board (Tenure 1, 2 and 3) federal employees/technicians (T5-ONLY) within the agency. Tenure can be in block 24 on your latest SF 50. PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. NOTE: Selectee must be Financial Manager Level 2 qualified within 2 years of employment. SPECIALIZED EXPERIENCE: GS-09 Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs; experience which has provided application of practices, theories, techniques, and methods of management; experience analyzing, interpreting, and developing policies and procedures of local management.
As a, Management Analyst, GS-0343-09, you will review organizational information (i.e., TDA organization and function manual), previous audit and inspection reports, applicable Department of Army (DA) or United States Air Force (USAF) regulations, and activity mission statements to identify tentative sub-objectives or "firm" objectives based on the role of the audit assignment. Perform management studies of organization's auditable entity to identify potential problems such as reviewing operating procedures and management practices of the activity. Prepare audit lead sheets to identify potential weaknesses in internal controls. Conduct troubleshooting and management studies to ascertain the need for changes in existing management systems or methods of operation such as work processes, functional responsibility, operating techniques, organizational structure and other factors effecting the efficient and economical use of available resources.
